I admit that I'm not the greatest at classifying the various genres of EDM, but I'd argue no. Techno to me has a progression of layers -- you start with a simple loop and add more and more stuff on top of it, then start iterating some of the layers through variations. You also have a selection of non-percussive instruments -- they may be used repetitively, but they're still melodic and derived from real-world instruments that don't involve striking a sounding body. Granted that the piece I linked has a few odd non-percussive sounds, but the vast majority of it is percussion.

signalnoise's description of a drum line is a good one, I think. Originally I'd been searching for drum solos when looking for more music like that, but that wasn't quite right -- your typical drum set has the wrong instruments, and drum solos aren't usually meant to stand on their own as a piece of music in themselves, but rather are a break in the song so the drummer can freestyle for a bit. Consequently they usually lack some degree of structure.

Problem: he’s listed as “electronic” but that doesn’t help me find sounds similar to him.

Problem 2: resources like Spotify recommend very different sounding artists when I try and find similar sounding musicians

I feel like you see this pop up in old Japanese game soundtracks and arrange versions. First thing that came to mind is the F-Zero jazz album.

Casiopea and T-Square are the most obvious answers for Japanese jazz fusion. Any album will do as they do one thing and have been doing it for decades, start from the beginning and then stop around the late 80s. I can do a more in depth answer when I'm not phone posting but in the meantime you can jump on this discord, it originated from "city pop" but covers a pretty much anything Japanese, including fusion from this era. Xerf is an active member.

Two years ago in bandcamp the top sellers were all future funk, now it doesn't even have its own category on the drop down menu. If you search the top views of future funk on YouTube of the past year, only three videos break 100k (though granted one is over a million but it about to cross the one year mark).

drat, this gives me vibes of, like, being in Europe on the beach just sitting in an armchair and eating pineapple cubes off a tray. it's kind of the same way i feel about scat music but also not really. i wonder what the sheet music for this is like. side note: last time i was at the beach there was basically gravel instead of sand and it hurt the poo poo out of my feet.
