Technically I think all the ref can do in the situation is stop play due to interference and perhaps start the game again with a dropped ball. You can bet your arse the team the guy works for will be fined up their arses though.

Ah, there's a fundamental misunderstanding at work here. When a match is abandoned through circumstances that are obviously somebody's fault (like having too many players sent off or not being able to control your spectators), the standard procedure is for whoever's in charge of the competition to rule a forfeit and award a 3-0 win. What a lot of people miss (including a few who really should know better) is that it's not down to the referee to do that. His only power in the LOAF is to terminate the match, not to decide what happens afterwards.

Would you have terminated the match or done something else?

He's not that old, he's improved every year so far in his career and he's getting paid to play football.
