The memory on the GPU is for vertex data, textures, shaders, etc. It's not the same as the junk on your "mobo". If you look you'll notice that not all of the 4GB of RAM is usable under 32-bit Windows. You usually only get about 3.5GB available. Windows 7 64 will let you use all 4GB and more.

Go into the "System" control panel and see if the Windows Experience Index needs to be updated.
