Parking lot late at night or industrial area on a weekend are what I used for my motorcycle brakes.

I got stopped by the police when I was doing it and just told em what I was doing. If they said the lot speed limit was 15 but unless the signs are to spec they're unenforceable. And I can't imagine getting hassled too hard if you are doing safety related stuff when no one else is there.
