Burr has not been entangled in scandal, nor has he been especially waylaid by any of the issues that would typically drag down an incumbent. But PPP’s results have consistently shown that Burr holds dangerously low approval ratings — a thorny problem for the incumbent, since no other pollsters are regularly surveying the race to refute those findings.

I think the idea the cartoonist was going for is that Americans are slowly moving towards UHC, aren't there yet, but at least now have a little bit of a glimpse of it on the horizon. The reform bill as is isn't UHC, but it will set a precedent (hopefully) that will eventually lead to proper UHC.
