the PPP is the only poll i read that shows that, but it's unsurprising that it gets trotted out again and again cause it's more sensational than all the other polls that show him trailing by about 10 points

But PPP’s results have consistently shown that Burr holds dangerously low approval ratings — a thorny problem for the incumbent, since no other pollsters are regularly surveying the race to refute those findings.
