I lived there for about 6 months and would never do it again by choice. I will be making a trip down there this spring to ride Pike's Peak, though. Especially after watching that Asphalt and Rubber piece on the guys who raced the ZRXs in the PPIH.

Buy it. That's an awesome price. Almost too awesome, you should find out the mileage. Chain and sprockets are easy. You need the shop manual (Haynes/Clymer/FSM/the ex500.com forums) a couple big sockets for the rear axle and front sprocket nut, an allen wrench for the rear sprocket bolts, a chain tool for the new chain, or a clip masterlink chain, a torque wrench and a new cotter pin for the axle bolt. Or find a friend that's tooled up and buy him/her some beer. Chain/sprocket sets are pretty affordable. Check out sledpartsguy on Ebay. That bike looks to have the centerstand still on it, which is very helpful with rear wheel removal. It probably also needs new wheels and an oil change soon and you need proper gear if you don't have it already, so factor that in. But it's a really good price for a bike in good condition.
