Not quite. There are official blogs, and those can be cited as sources for articles about the person writing the blog (for instance, James Randi came out in a posting on his own blog).

Plus, we're supposed to try to be friendly. Warn people before banning them unless there's no possible way that their poo poo-smearing can be interpreted positively. "Assume good faith", it's called.

if I remember Wikipedia bureaucracy correctly the proper way to stop him is to get a Request for Comment with an administrator which is non-binding and takes months, then if that fails it goes to the Arbitration Committee which is binding and also takes months to come up with a ruling.

You're mixing up Commons and Wikipedia. Jimbo's still an admin on Wikipedia, but he's deliberately made himself a figurehead.
