I heard that in Tunisia and elsewhere people were afraid to revolt because their leaders convinced them the United States would intervene to maintain the status quo. The leaked diplomatic cables showed the US being skeptical of the regimes in place.

Do you mean this in a good way or a bad way? Obama indirectly mentioned 'The Power of Nightmares' narrative in his last presser - starting that the group that planned 9/11 has more or less been defeated but that al qaeda groups have 'metastasized'.
