From what I remember reading, it was a conscious decision he made to disambiguate the warlike Gimli and Thorin from the subterranean miners and craftsmen of Norse mythology, who weren't terribly aggressive at all. And like I linked, Disney seems to use "dwarfs" in relation to Happy, Dopey, Doc et. al, and they get very picky about trademarking and copyrighting and poo poo. , of course
