So I think Odium's plan is to make the parshmen whole again (as we saw in these chapters), and allow them to interact with the "humans," knowing that the humans will reject them out of fear (knowing they're voidbringers) and hatred (because they were slaves). The parshmen will then turn to Odium out of resentment (odium, literally: general or widespread hatred or disgust directed toward someone as a result of their actions), which was his game all along. Thus, Honor's directive of "Unite them" was about ALL living things on Roshar, as a way of combating Odium, which Gavilar knew (we saw in the prologue that he wanted to work with the parshmen). In Eshonai's POV chapters we learned that the parshmen don't actually like Odium because they sorta recognize he's bad. But they will turn to him out of desperation and hatred.

The Rosharan system has 13 planets: Roshar, the hell one where voidspren and odium are chilling, one with people in sky cities, and (not) coincidentally ten other smaller planets named after the Heralds.
