Indeed, as we were writing this, overclocker der8auer released a video on YouTube of him successfully delidding a Core i9-7900X and achieving a 5GHz overclock using an off-the-shelf AIO liquid cooler. If you're prepared to risk it with your £1,000 / $1,000 CPU, then there are likely serious gains to be had.

Aren't the six and eight cores the same chip as the ten core, which means they should be able to have the full pcie lanes? Why cut that down, when threadripper has the full 64 lanes for the entire lineup

At $1000 a chip Intel should include a water cooling setup with the radiator sitting in a small fridge you'd put next to your case. Call it a Gaming Fridge - Gamer Cool - with a Gaming paint scheme and RGB, it would also store your Gamer Fuel and Gamer Snacks so you don't have to get up whilst sitting in your Gaming Chair at your Gaming Desk, gaming.

The one thing AIOs have going for them is that they're easier to install, otherwise they're more expensive, they introduce pump noise besides the fan noise, and a failure can be way more catastrophic than with air coolers.
The Scythe mugen 5 is under 50 euros and can keep up with way more expensive AIOs, it's my go to recommendation for anyone who doesn't want to spend Noctua money

Note that you can't actually buy the i5-8400 for €239 at the moment, it's on backorder with deliveries expected on October 29.

I posted about it a few days ago, but since then prices in my country have gone up even more and now a 8700K is over 200 euros more expensive than a 2700x. You can buy a brand new 1080ti (the freshly fallen off a truck kind) for cheaper.
Meanwhile the 8400 is now the same price as the 2700x and you have to wait a week for delivery
