No Starcraft 2 in your recommended PC strategy games list?

I noticed Civ 5 recommends a quad-core but I only have dual-core (C2D E8400 OC) so how would it run on my system or is Civ 4 better anyway? I'm just kinda tired of shooters and RPGs so I want to play something different. I have the exact same CPU overclocked to 3.6GHz and it runs at 1920x1080 maximum settings just fine, though I never actually checked my FPS. For context, I also have 4GB RAM and a 1GB 460GTX.

Are those usable on Steam or do I have to go to a brick and mortar store to use them? The Just Cause 2 coupon I got with my 460GTX could be redeemed in Steam. I'm going to go ahead and assume Mafia 2 does this too.
