Nah, the Capellans have a light and subtle touch. Here's the ilKhanate Chalchiuhtotolin Support Tank's armament Machineguns and dedicated anti-infantry weaponry are more common as a general rule, since Medium Lasers weigh 2.5 tons while four machine guns and a half-ton of ammo weigh the same as a small laser (and either do twice the damage at the same range or four times the damage at 3 hexes).
