If the amount of processing power on the network goes down, and the blocks start taking 15 minutes, say, then at the next difficulty change, it will be lowered, to try to get it back to 10 minutes per block again.

I think this was brought up earlier in the thread, but since BTC transactions require inclusion in a block to clear, doesn't this mean that a huge dropoff in computing power on the system would make transactions exorbitantly long to process? What then?
