Also you pick your race before you pick your feats, so to speak, so multiclassing hasn't 'happened' yet when you're taking the power

Throw and stab was, originally, better than twinstrike so they eratta'd out the charge

It always required two separate targets though.

Yeah but the charge could easily get to near twinstrike damage to a single target so you wound up with a twinstrike with an offtarget attack for free
