Would anyone mind telling me more about Vicky ethnic dynamics? From what it sounds like, if you've got a multiethnic country it's going to disintegrate in a bunch of nationalist rebellions. Okay, nationalist movements popping up all over the place does sum up a large chunk of Victorian history, but you had highly cosmopolitan societies as well. The idea that nations with a diverse mixture of ethnicities did not exist and function reasonably well (taking into account the instability brought on by the massive changes going on during the period) seems more than a little ridiculous. I guess what I'm asking is: is there some sort of middle ground between homogenous stable nation and multiethnic country playing nationalist whack-a-mole? Cause right now I'm getting the impression that there isn't. And while I'd be very surprised if we hold onto more than two or three of the provinces we've recently conquered, I'd expect the Astrakhan Jews and the Georgians to be well-integrated into Azeri society by now, considering our long, strong traditions of tolerance. I really don't want to see us transform into ethnic cleansing suppressive jerks just in order to hold the drat country together. Also, why will Azerbaijan have such a difficult time industrializing?

Basically, nationalist rebellions is a big deal but the biggest deal is the accepted culture mechanic. This means that your country has a primary and a number of accepted cultures, in the case of Azerbaijan this will be Azeri, Turkish, Khazar. Now, your ruling political party has a particular stance towards minorities: Residence, Limited Citizenship, Full Citizenship, which basically determines how much freedom and participation non-accepted/primary cultures are allowed. Unless you have Full Citizenship (which is really only for socialist, communist or late game liberal parties), your non-accepted POPs will not be able to promote to craftsmen/clerks and thus can't work in your factories. In other words, we might end up with a population of 30 million but that doesn't help us very much for industralization if only 3 million of those can work in our factories. The only way around this is to get a Full Citizenship party in power.

On industrializing - Vicky has the people divided into 'pops' representing the different classes/professors. Soldiers, Officers, Capitalists and so on. Craftsmen are the pop that work in factories - and getting non-accepted/primary culture groups to actually become craftsmen is really hard. There are political parties that support positions that make it easier (those that give Full Citizenship, or citizenship to all people in the country, which normally non accepted/primary cultures don't get). Unfortunately, the parties that actually have that can be hard to get - socialists/communists are the only ones I /know/ have it. Edit - beat by Wiz.

The Crimean war was also a shocking jolt and made the Russians appear and feel weak, didn't it? If Russia gets into a war with the Mughals or Zhen or Sweden, we should immediately jump them. Our alliance already outnumbers them in manpower and troops 4 to 3, and slightly outnumbers their income - If they were at war with a major power in the east they would be massively out of position and ripe for a four-way gangbang. It wasn't an 'elite' army but it had the advantage of much greater cohesiveness and ability to drum up reinforcements than the other armies of the early modern era. Of course, when the states of Europe started implementing real national armies and Russia was still stuck with its unwieldy giant standing army, things took a turn for the worse in their wars with the other Great Powers.

We don't need to do any more blobbing at this stage, but an alliance war against Russia would be a good option (As well as fun to watch) if only to make the Bear release a few minor states in Asia.
