A big reason why I switched from Chrome to Firefox in the first place was because I read a piece about how Chrome was eventually going to change how it allows adblocking to no longer work (or not work as well as it does) with consumer-level browsers, which sort of makes sense if you're Google and adblocking is cutting into your own business.

Is the spectre of that still looking over Chrome? Would that also apply to anything else based on Chrome (Chromium?)

If you need to keep flash working for something of critical importance on the internet, use a VM to run your out of date browser. Windows Sandbox is easily enabled on any win10 system. It is a giant hassle. Use that hassle as a reason to stop using whatever website still needs flash in 2021.
