That sauna looks terrible. The top bench is just hanging up in the air so you have nowhere to rest your feet except if you sit in the corner so you are just dangling your feet in the air and coming down to a slippery floor is hazardous. The low bench should be right across the front of the top bench.

of course that kind of sauna won't work, if that image shows all of it, because at most your head will feel some heat while your toes are freezing. Sauna benches need to be situated so that your feet are at stove level or above.

Some of these don't have any kind of hand rail or parapet because it clashes with the designer's esthetics. This is safest of them in that regard as there is a railing on the wall side and it doesn't rise too high before you reach the wall of the upper floor, but goddamn this looks like a killer otherwise.

Despite the lack of handrails It's not so dangerous for a normal adult because after you've taken a few steps your head is already above the ceiling's level and even if you lost balance you would have something to lean on. Below that level the worst you could do is fall a couple of feet.

Still not a good idea.
