At the same time, occupying forces were basically telling the Japanese women they should be ashamed of their vaginas and to purchase underwear. The birth of a fetish starts here. Tentacles are also a thing, the result of getting around censorship, because of the result of the same Western shaming. Japanese art had zero problem depicting nudity and sexuality before.  It's not even the first(or last) time that European ideals have left their mark on a culture in a way like that, so why is it so hard to believe? Only thing I would add is that citing The Dream of The Fisherman's Wife as the start of a fetish is pretty far fetched when tentacle porn stuff didn't take off for another century and a half.
