Those are called 'tooltips', and to the best of my knowledge, there's not a way to disable them in Chrome. I've found a couple of threads with people asking for that option, but nothing from the Chrome devs.

I had some issues on Facebook earlier today with AJAX-y things not working, but I suspect that was on their end, not Chrome's. It seems to be working properly now.

Don't know if it's a known thing or not, but tab syncing between machines and mobile devices has never worked for me on my Mac.

Open preferences, look at the "On startup" section. I don't know of any way to make it conditional on a live connection.
