Yeah, the only reason that Code: Veronica isn't called Resident Evil 3 is because Sony had some kind of exclusivity contract with Capcom for numbered mainline RE games on the PSX. RECV was in development before Nemesis, and was originally the proper RE3, with Nemesis/Last Escape being a side story.
