It's never directly addressed, you just hear stories or find journal entries of people who woke up one morning to find that they had the ability to perform strange feats like rolling their lives back to earlier states or seeing strange menus appear in midair. Then, after these people inevitably go on to perform legendary acts and defeat great evils, it leaves them forever. Sometimes they don't get a chance to finish their tasks before CHIM abandons them, for CHIM is fickle. Sometimes CHIM gets bored and switches to Halo for a bit.
