PantsBandit: Oct 26, 2007; it is both a monkey and a boombox

So I posted this in the building thread too but I figured I might have better luck here. I ordered the MSI Radeon R9 270 and out of the box was getting no feed to my monitor. Everything is plugged in and the card is now screwed into my case but still I don't get a feed.

I tried installing the drivers to see if that would help but I get an error message when trying to do so every time. Anybody have any experience with this card who could at least tell me if it should be displaying out of the box before drivers?
