Are there any major differences between the various board manufacturers? I don't generally OC or buy cutting edge stuff (I'm looking to go from my current GTX 460 to a 7850, for example). Does it just boil down to which card fits my setup and hits my price range? Or are there "go-to" vendors that are known for quality?

What causes weird spiking of polygons and odd lighting drop-outs? Is that a sign of bad hardware? Or is that more a driver issue?
