JTAG really is not designed for communications. Most FPGAs have Ethernet though. They also have high-speed serial ports and PCIe if you are feeling ambitious.

In low end news, Nvidia launched the GT 740. It looks like a rebranded GT 650, using the same GK107 architecture and selling for around $100. There is even a 4GB option.

Normal FPGAs take seconds to reprogram, although they could be using partial reconfiguration to speed things up.
