Getting in normal random encounters and trying to card everything sounds really frustrating. Quistis has Micro Missiles as part of her Blue Magic, which is Better Demi. It reduces enemy HP by 1/2, 3/4, 7/8ths or 15/16ths depending on her Crisis Level.
