It's the banner for 2011 registration, and regd11 looks like reg dll. Those are the icons for registry files and DLL files.

Riot is a company that makes the video game League of Legends, which has a big Games community. That thing is one of the generic minions from the game, I assume it's for when Riot makes a dumb change/thing the thread doesn't like.

I don't know how serious people are/were about it but, there was talk of putting asterisks by the names of sports Hall of Fame-ers who used steriods. As far as I remember it's just a reference to that.
