Holy poo poo, this game is going to own. I liked the bit where he raised the car-stop devices in the street, and the possibility of some sweet, sweet side events looks awesome as well.

I think you're thinking of Driver:San Francisco with that. Sleeping Dogs definitely let you hit pedestrians.

They've put out a lot of good stuff lately. The Rayman games, Far Cry 3, Anno 2070, the 15 dollar stuff like Call of Juarez: Gunslinger and Blood Dragon, and so on and so forth. The only real misstep I can think of is running Assassin's Creed into the ground.
