My guess would be to keep sweaty hand grease off the steering wheel. Not sure how well fancy racing wheels grip but I bet if you never touch it without gloves on it's gonna be better than the alternative.

I could see criminal charges being filed if he wrote an actual threatening note rather than just one of the generic "you park like an rear end in a top hat" ones. It wouldn't be assault but I'm sure some law covers that sort of thing.

X rays are x rays. The problem would be convincing a medical place to shoot one of your wheel. That and spotting microfractures on the films, unless you are trained to read them.
