Yeah, that's the one. The building on the background is the Palacio de los Deportes (wikipedia article) in Mexico City. It hosted the 1986 Olympics, the photo was taken around '70. I couldn't find any connection between the car, the designer and the venue. Probably just fitted the car very well.
