Underwriting the Independent Regulator with OFCOM is a nice way of having the statutory intervention available, but the likes of the Mail and Star are still going to be crying over it as Stalinist because it fucks over their quite cosy routine of publishing absolute shite.

Note that he's being sentenced under the guidelines of the 1970's, and the judge would have given him a longer sentence if one were available.

The closest analogue I can think of is the Pitcairn Island trial, where it was endemic, systemic and had become normalised, and even that was an island of less than 60 people.
