They keep rating all these games, so they clearly intend to release them eventually, so what's the hold-up?

On that note, I've always found it odd that the games are clearly set in Japan but all the characters talk about it like the US and react bizarrely to anything Japanese turning up.

It wasn't released because it requires an extensive knowledge of Japanese history
