O'Malley makes a cameo in Season 5, IIRC.
you might be thinking of his Republican predecessor, who they make allusions to in the show: Robert Ehrlich. he's a security guard in the episode where Carcetti is getting jerked around by HIS Republican governor in season four.

I'm pretty sure it's in Season 5, but it is some sort of minor role like a security guard/escort.
as luck would have it, i actually watched this season recently (because it's nice to watch something upbeat during the holidays) and i can confirm it's season four (That's Got His Own). chalk it up to me being a Maryland resident looking out for these ridiculous cameos.
and "when Carcetti is trying to get some face time with the governor and he just makes him sit there for hours" is the scene exactly.

One tidbit I just noticed tonight that's interesting: Rawls is, to my recollection, the only white cop to drop an N-bomb in the series. Yet when we get our little glimpse of his alternative lifestyle, it's not just a gay bar but a predominantly black gay bar.
technically Herk does as well, but it's presumably while debating what Marlo's crew is talking about.

i agree. further, just to be excessive about it, i ran this by a friend who has her same thick East Baltimore accent, and he's convinced she says "bump" as well.

His gun of choice is a shotgun at close range, and when Mouzone confronts him in the alley he notes that the gun he's carrying means he doesn't have to take careful aim.
in that scene, though, it's likely this is more playful banter than an actual depiction of his not needing to take careful aim.

All of which makes it really weird that's the place the show singled out as being in similar dire straits when it was going through a boom period when the show was produced.
i think there's an element of the PGC Democrats wanting their share of the state pie that Baltimore-oriented Democrats are about to take executive control of (though you're dead on about the size thing)

Knowing that he actually stole drug money back in the day makes his fierce opposition to Herc and Carver doing the same hypocritical but understandable.
i don't know that i would call it hypocritical given his speech to Carver: "You show them some other kinda game, then that's the game they'll play. I came on in the Eastern, and there was a piece-of-poo poo lieutenant hoping to be a captain, piece-of-poo poo sergeants hoping to be lieutenants. Pretty soon we had piece-of-poo poo patrolmen trying to figure the job for themselves. And some of what happens then is hard as hell to live down."

Also technically Prez "uses" his gun to clock that kid in the eye outside the towers in S1.
i think he also follows that up by firing his gun back at the towers as well.

No, it didn't. Schmoke came out in favor of decriminalization, but there never was an area with police sanctioned selling of drugs.
we also get Schmoke himself snuck into a couple of those episodes, so there's definitely a reference to him going on either way.

My main objection to that line is the context of it. The opening scene of each Wire season is something like a thesis statement for the rest of the season (in season 1's case it's a thesis for the entire series). Now don't get me wrong, the photocopy lie detector and McDonald's trick are hilarious but in placing the burden on "Americans by and large being a pretty stupid group" it kind of undermines the bigger points about institutions. It's emblematic of the main flaw in the newspaper story really.
in the case of the photocopier, i assumed it was a reference to Homicide. but i understand the point.

Speaking of related books, I bought a copy of The Corner accidentally (long story, not a loaded statement). Is it worth reading?
absolutely, especially in conjunction with Homicide. also helps, i suppose, in recognizing when Fran and DeAndre turn up in the Wire.
