I'm sure it's probably been mentioned, but Richard Price's CLOCKERS is a must.

It's sort of a proto-Wire, with similar attention to detail though it's not really concerned with institutions and is more just about the characters. In some ways it's almost like you're reading a lost storyline from this show.

Spike Lee made a movie of it but it's a very thin sketch of the book, and changes a few things for no real reason.
