This is correct, as there's a gap between EU Rome and CK. Once EU4 is released, there's also going to be a gap between that and Victoria, since EU 4 will end earlier than EU 3 does, mostly because EU 3 never really dealt with Revolutionary France or its alt-history equivalent very well. You also have to roleplay and pretty hard if you're doing this, since it's not that difficult to blob into a world-spanning empire within the first game or two.
