The trivia section on imdb confirms the No Special Effects for Locations thing, if you believe it.

No CGI was used in creating the locations, however they could have physically dressed that desert area to get the look they wanted. Or it very well could have been a natural formation and it informed the design of the guy's outfit/makeup. The locations were all pretty cool, like the Blue City in Jodhpur or the Chand Baori, from the gif with a bunch of people walking up and down dozens of stairs, which is actually an old well. http://en.wikipedia.org/wiki/Chand_Baori
