If the increasingly less subtle clues were not sufficient, here is a hint. Your friend Gareb has little lust for adventure but has very, very, very strong opinions about not abusing the weak and innocent, which is sort of the thing that the Blooded Elite of Zepath get drilled into their skull from birth and which the men of Kavodel pretty much agree with. If Gareb is of a mind that these things don't deserve getting hosed with, and you can't justify to that to him, and you then gently caress with them further, the best you can hope for is to hurt your relationship with him.

He's absolutely right, though. Beyond ending the worship of a false god we have no obligation to gently caress with them. I'm reasonably confident Shamsiel worship is handled and that the owls will agree not to start wars with humans, since Shamsiel is dead and and the owls seem both thoroughly cowed and peaceful to begin with. We've done what we had to, it was unpleasant enough even if Shamsiel messing with humans meant it had to happen.
