I'm currently living in a foreign country and planning to buy a new laptop in October or November. How can I make sure the Windows OS is pre-installed in English? Or is that something I need to do after buying and booting up for the first time?

E: Also, how do you mainly decide between a multimedia/productivity laptop and a gaming one? Thinking of either the HP Envy 15 or the HP Omen 15, but really leaning towards the latter.
