My guess is that this is ONE wanting a better set up for the ideological chasm that splits the S class in the next arc. Characters like Metal Bat see that despite Garou's lovely actions, he's not actually an evil being, whereas characters like Flashy Flash attempt to immediately assassinate Garou despite the fact that he just saved Bang's life, and attacked three cadres (and killed one).
