In traffic, it's strictly "keep right except to pass" though.

When I was learning to drive many years ago my driving instructor had me camp the left lane because "there were less cars merging and you only have to watch one side of traffic instead of two".

Also in California there really isn't a concept of a "passing lane" on any road with more than two lanes. It's just fast on the left and slow on the right. Unless you're in traffic and then it flips for some reason.

Nope, no side rails. Some have small plastic curtains underneath for better fuel mileage but nothing to stop a car.

Traffic is flying past us on both sides. I'm leaning on the horn, terrified somebody is going to slam into the back of me at 60mph.
After what seemed like an eternity but was probably just a few seconds he gets his opening and slowly crosses the right lane to get over.
I have no idea if he cut anybody off doing this, or if anybody had to slam on their brakes or try to veer around him, because I was just focusing on flooring it and getting back up to speed as quickly as possible as soon as there was room to squeeze past his car.
