SFD has also had an ongoing policy since fractals were introduced that if you want to do fractals, it doesn't matter what level you are. Are you level 1? Let's do it. Are you the only person with no AR at all in a group? Everyone does something you can handle. Fractals, more than any other dungeon, create an atmosphere of elitism and exclusion, so we go out of our way to make sure you won't get left behind if you really want to take part of it.

Honestly, Anet should have seen that problem coming a mile away. People--lots of people--take PvP very seriously, and giving them their own instance that isn't tied to a jumping puzzle would have been smarter.
