Why you would give a flier the boots is beyond me though, talk about overkill. While at face value +2 movement seems like a universally fair boost, the actual number that matters is the area of coverage. Therefore, higher-movement units get a much larger boost to their coverage from Boots than the infantry slowpokes. Which one you pick between your mounties depends, but I usually gift my boots to a flier because they have no terrain restrictions and so their movement options are still that much greater than pony riders.
