I find this idea of delineating of what is and isn't a Samurai to be laughable. The Katana does not make a Samurai at all if you are quaking in your boots about someone not being a Samurai and has a katana, why don't you just challenge him to a drat duel? If he kills you, he earns his right to be called a Samurai since he obviously knows how to handle a katana better than some Samurai born by blood.

I would say, American, your suggestions might seem sound, but I do have a more important question. What is this thing your people are doing that involves a ball and a wooden stick while everyone is gathered around in a formation? My men tell me this yakyuu thing is a favored past time of your people. I want to know more.

If this baseball is as great as you say, then me and my men shall participate in it.

Now, about those Christian converts, what is the problem here? All I see is a bunch of old guards angry at the fact that they try to cling to traditions too hardly and blame their incompetence on anything new except themselves. I have to agree with the president, the foreigners have things to teach us and just like there were things of Chinese culture that we took for our benefit, we must take what we can and learn from them. The very idea that staying stagnant will somehow let us reclaim the mainland is laughable at best. We need to adapt but in our own way.

Dear Kasuga Saemon,

All this talk about foreigners and their religion has me curious. As you are clearly one of the more open converts here in the capital. I desire to understand it better. Perhaps see if it is compatible with the virtues of Bushido. Therefore, if you are able to, please send me what is considered the greatest works of your faith.

I would like to say that the president's plan to mount a move against Sado would be beneficial. It is no rumor that the illegitimate government of the mainland has been courting German made ships. We need to find a way to be able to hamper their efforts. They will be using the gold, of course, to purchase that. If we can take the island, we will have the gold to be able to fund and help our efforts in reclaiming the mainland. The other territories are good but I rather we try and focus our efforts on the biggest threat to our continued survival.

quote:

Personal letter to President Enomoto Takeaki

I would like to express concern over the new intelligence agency being formed without my knowledge. Why did you assign me as your head of security when you have other people in the cabinet forming their own independent organizations? Do you not trust me at all? I fear that if we allow this to continue it would threaten the stability of internal security in Ezo because it would create rivalries and force omission of critical information. If this is because the Christians feel that they are not represented in the Shinsengumi then he should've brought it up to me then trying to undermine my duty to this republic.

Dear Kasuga Saemon,

I want to congratulate you on your success with what you were doing with the Home for the Lost. The aid you give both to our people and that of Meiji may seem strange to care for an enemy, but I understand why. It is good to know there are still some samurai who show some respect for the Bushido code.

On the topic on the Book of John, frankly, there are going to be questions that perhaps a conversation in person will be better had.

I oppose this bill. The very idea that we need to go over to China and whisk away people and sell them to the peasants own fancy is abhorrent. That is not how a warrior solves a problem. I rather not sully my honor with this endeavor.

Now, Mr. President, how come we haven't even talked about the Satsuma expedition? Is the very idea of capturing women so important and vital to the recapture of the mainland, that we can forget trying to open dialogue with our former enemies? Perhaps now I know why you have ignored my letter and are allowing other departments to take away responsibilities that I was given by this constitution.

quote:

Letter to Arai Ikunosuke

Dear Arai Ikunosuke,

The real problem is who is to be really in control of it? The name itself implies you want it to be more than just for naval intelligence and deal with issues of justice at the national level. This overlaps with my Shinsengumi's duty, indeed, as head of security for this nation, I feel that foreign intelligence gathering should be under my duties, perhaps separate from the Shinsengumi but they report to me nonetheless.

Cooperation is important. I do not want religious tensions to boil over which appears to be happening at this moment. Instead, we are both men of duty and such I hope our men can recognize what is ultimately more important: The Republic.

Here are my opinion on the three options presented on the Satsuma situation.

Firstly, ignoring it will be the easiest option as we would not have to divert anything at all, but would perhaps hurt us in the long run. Meiji army reforms of their non-samurai military will demonstrate how antiqued we have become.

Secondly, the ability for them to hold Kyushu sadly may not be possible due to the fact our new warships have yet to arrive so we cannot prevent Meiji reinforcements from the main island. Still if they pulled it off and we helped, we have much to gain in that we have three bases of operation to attack. We will have a loyal ally in the South.

Thirdly, relocating them maybe the only possible solution. The reason being that we cannot hold Kyushu but we can hold Sado and Ezo. Plus if we directly integrate them to the Republic, we stand to gain valuable military commanders. The refugees that will also follow would also lessen the population shortage we have.

Regardless we should open dialogue with them at the very least.

This is my opinion on the options, Mr. President. I await to here anyone else's advice.

Excerpts from the personal journal of Hijikata Toshizō

When I was a child, at around eleven, near my home. I planted an arrow bamboo stating how I wanted to become a samurai and have a great reputation. Now that I write this, it has been a very long time. Still, now as a man of over 40 years of age, I've become Daiymo. I know what needs to be done. After the battle of Toba-Fushimi, I learned that we needed to adapt to the West but not lose our heritage. It explains why I dress European and have a revolver with me at all times. . .

As I accepted their offer to me, I told them what my plans to do with my own Han would be and they were receptive of it. I'll have to see what will happen next, but I do have hopes for my plans. . .

I will begin to talk with both Okita and Saito about what I plan to do for our organization. We need to recruit the best of the best, and I will see to that. I do hope that I can schedule a meeting with the Naval Minister when both of us are free and introduce him to some of my plans and work out a compromise.

I say we should hold back our vitriol not on our president but to the Meiji instead. Remember, our president was responsible for initiating the Sado invasion and coordinating it with our various ministers. I have faith in him, and what he is doing at this moment. Therefore, I will have to state my opinion on which bills I do and do not support:

2-1.1 SAMURAI REGULATION CODE OF 1877
Voted Yes
2-2 Sado Island Pacification and Improvement Bill
Voted Yes
Bill 2-3
Voted Yes
For this bill, we stand to gain much for losing little. Our coffers require the extra credits that will aid us in being able to continue war with the Meiji and regain our homeland. Indeed, the real threat isn't the Russians, but the Meiji instead.
rape the foreigners act
Voted No
2-2, 2-3,2-4,2-5,2-6
Voted Yes

If the president does anger you, please turn that against our hated foes of the Meiji and slice them down.

I would also like to mention that the NINJA and Shinsengumi will be working together to ensure peace and stability for Ezo. There will be no rivalry between these two departments as they both will report to me. Due to the nature of NINJA using naval assets they will work closely with the navy, but will also report to me. I will also share any information I gather to them and they to my men.

Let it be known that our Ministry of Security will create new departments of handling information of intelligence as I see fit to better protect our young republic.

The Shogun can pay for the fort himself. I'd rather we pay for projects that will benefit Ezo as a whole.

I propose this budget as this will be working toward aiding in developing our nation. The funds toward the canned food factory will benefit our nation as a whole, alongside our police academy, and finally Brunet's boat who as minister will use his ability to facilitate security for our nation.

I amended it with our president's soon proposal.

Bill 3-10: Budget
Bakuhan Taisei tax structure:
0% tax on bushi (0) (samurai)
10% tax on samurai merchant activity (2)
20% tax on nōmin (14) (peasants, farmers, and food producers)
33% tax on ko (11) (non-land based workers)
40% tax on chōnin (9) (merchants)
Russian Trade: 1 credit

Total Income: 37/quarter
+2 From Russia (one turn only)

Debt
Debt: 61 at (10% interest quarterly)
--- 50 owed to French creditors
--- 10 owed to British creditors
--- 1 owed to French creditors (interest free)

Government Expenditures (required in parentheses to maintain status quo):

Internal Security: 5 (5)
Samurai Stipends: 6 (6)
Army Maintenance: 6 (5)
Navy Maintenance: 3 (3)
Military Logistics: 2 (2)
Interest Payments: 6 (6)
Canning Factory Project: 1
Police Academy Project: 2
Security Force Arms Purchase: 1
Brunet's Boat: 1
Ainu Logging: 1
Gold Mine Modernization: 1
Naval Investment: 5 credits for light ships, torpedo boats and torpedoes from France
Free Credits: 0

(Don't be stupid and ninja poo poo. Announce it if you are going to mess with the taxes especially if we are giving away two credits we don't have. Also, the number of credits we got did not match up with 37 so I assume that the missing 1 credit is from the Russian trade? I know we got 39 for this turn due to selling of our land.)

As the smoke begins to settle over the past few months, I am cannot stand by while elements within our republic try to encourage factionalism. They seek to stamp out the unity of Ezo and try to form their own fiefdoms whether through political appointments, or other means. We are currently in crisis as we have seen by the coups performed in the past months. The former naval minister attempted to steal all our ships, and then that done by Otori who has received a harsh but just punishment by the president.

I cannot stand idly by while petty squabbles over how we should expel all foreigners while our military is crippled, but we have a foreigner navy helping defend our nation. It is ludicrous. The fact how certain elements tried to use religion to their advantage in the coup, indeed, it is my belief that the state should tolerate religion, but not endorse a specific religion. Last thing we need is to create strife within our nation. No, when I took office as Minister of Security, it was to do my best to protect the republic. Instead, as I approach our naval minister in terms to try and create a spirit of brotherhood and cooperation. He instead sought to infiltrate my organization and nullify my work toward protecting our republic. This factionalism needs to end now!

*Hijikata stands up*

I, a samurai, seek to honor my oaths. Let it be known that the supreme oath I took that I hold sacred above all else is to protect this republic. All my actions thus far have reflected it. If I were to somehow die at this very moment, God will look upon my past deeds and proclaim that I have been honorable. Nevertheless! I shall take that oath once more for the Nationalist Party! I urge my brothers who seek to defend this republic and want to be above this pettiness and instead see our nation survive follow suite!

:psyduck:

Oh well, who is ready for an attempted coup since we now have another military minister dismissed? The merry-go-round never ends!

Fall Sick and Die posted:

An elegant junk arrives in Hakodate harbor. The hulking ruins of merchant ships still litter the sand bars, the wreckage of the battle still evident. Upon landing, a party disembarks. A man loudly proclaims, "People of the Republic of Ezo. We request your help..."

Noticing this man arriving and the foreign minister busy elsewhere he gives the still bloody sever head to his second in command. "How can we help you?" Hijikata tries to find two chairs so that they can sit down and converse in the always smoldering ruins of Hokodate Harbor. "I apologize for my government's tardy welcoming but you can see we've been busy. So you like tea?" Motions for an aide to being tea for himself and his established guest.
