I will certainly examine possible ideas for further land expansionism, but I must advocate a focus on the sea. The Meiji are reliant on sea-borne commerce, not only from foreign ports, but domestically to supply the various islands of Meiji Japan. Let us take advantage of our supremacy on the water to feed from this cornucopia of potential profits. Let us put bounties on merchant shipping into Meiji Japan, and let our navy strike fear into the hearts of Meiji. Let us interdict and isolate the outlying islands, showing them that the government is incapable of protecting them. Let us feed on the plenty of Meiji Japan before the Emperor uses that bounty to build a bridge to Hokkaido.

Also we should develop boarding drills, so that we may snatch the Meiji's new ships out from under their nose.

As a member of the Presidents Cabinet, it is my understanding that I am a part of the government? I will admit some confusion as to the exact role of my relationship to the government of Ezo - if one of the preeminent legal scholars (GMs?) would like to enlighten me, I would be most grateful.

Regardless, such xenophobic talk is to be condemned. Let us not forget that the recently bereaved groom is a Briton- this is no pure Japanese affair. To reject calls for a qualified head of the investigatory committee with offensive attempts at misdirection speaks to the ill intentions of our Trader friend.

The insinuation that the President of the Republic is buying me a boat to buy my loyalty, or even the notion that my loyalty is subject to purchase is incredibly insulting. I would have hoped my loyalty to the Republic would have been proven by my years of service to the Republic, from the Boshin War to the present day. I have set down deep roots in this land, seeking to bring peace to the land and prosperity to its people.

When the tragic events of the wedding occurred, I naturally volunteered my services to the investigation. While others blamed the gaijin for the incident (a laughable notion!), I knew I owed it to my good friend Thomas Blakiston to seek justice, that it may provide some small solace in his time of grief. I have made some small study of the investigatory sciences, and I maintain that I am qualified to chair this commission, staffed as it is by quite capable representatives of the Republic of Ezo.

The conduct of the Shogun, I am more than happy to excuse, for while my friend Blakiston lost a bride, he has lost a sister. My deepest condolences remain extended to him. But to have my name challenged by a man whose main contribution to Ezo has been the patronage of the restaurants surrounding his palatial estates? A man who, rumor has it, used his recent trip abroad to line his own pocket? A man who can't even get basic facts right before filling the chambers of the Senate with hot air? Shameful.

Unless requested by the President, I will not resign my commission as head of the Investigatory Committee, and if so requested I will do so with the utmost reluctance.

As for the matter of the naval allocations in the budget, is it really such a stretch that I would be tasked with matters of naval importance? I have been working with the government of Ezo to acquire the latest in naval vessels from my own beloved France for a while now. I am a master of the art of gunnery, and have been making a study of the seaman's craft. In short, despite the misleading budgetary description of "Brunet's Boat," in truth it would be a boat for the defense of Ezo, which I would oversee as Special Military Advisor to the President.

At the end of the day, people of Ezo, I must ask you to determine the greater threat - the 100,000 Meiji conscripts just miles away across the water, or one mans paranoid illusions of my own personal corruption. I pray that those members of Congress supporting his misguided fillibuster cease their needless fears of the latter, and concentrate firmly on the former - to my knowledge, they hardly seem to mention them at all.

Gentlemen, if we quarrel, only Meiji prospers. As a European with deep roots in the Republic of Ezo, I can understand the position of both sides - Monsieur Blakiston feeling the just rage of a man suffering a terrible loss, President Enamoto staring Meiji invasion in the face. The cooperation between those of Ezo and those from Europe has been overwhelmingly to the benefit of the Republic of Ezo, and, in my opinion, is the one thing maintaining the independence of said Republic. Let it not all go to waste over a few words! I am sure Monsieur Blakiston has no intention of proving coward, but merely cares for the welfare of his men. While it is true that few fight like those with no escape, it is better to rule by respect than rule by fear. By giving his employees the knowledge that, should worst come to worst, they shall not be abandoned to certain death, Monsieur Blakiston has enabled them to fight on with a light heart.

I will take this opportunity to announce a similar policy. In the event that the Republic of Ezo is subjugated by the Meiji, any employee of the greater Brunet Conglomerate will be free to relocate to a branch of their choosing. And not one second before - deserters and cowards shall receive their just rewards, just as those who serve loyally shall receive theirs.

On more pleasant notes, LMM stands ready to assume a leading role in developing the army of the Republic, synthesizing European military technology with the indomitable spirit of Ezo.

I would hope that my efforts for Ezo not only in the recent abortive coup, but also in obtaining a foreign naval presence to protect the shores of the Republic would have put to rest any lingering doubts about where my loyalties lie. I will say it now, and again, and as many times as I need to in order to put these ridiculous fears to rest - neither myself, nor my company, nor my men, will take any action against the legitimate government of the Republic of Ezo.

With that out of the way, let us focus on the future. The combined land and naval forces of Les Militaires Mondiaux stand ready to assist the Republic of Ezo as necessary. Let us learn from the events on Sado! Once the Meiji achieved local naval superiority, they were able to stream across en masse, overwhelming the brave defenders through sheer weight of numbers. Where was the navy of Ezo, I ask? Though I do hear that a sortie was made upon receiving reports of the Meiji fleet, it is obvious that it was too little, too late - why was a detachment of naval vessels not stationed at Sado? While perhaps not able to defend the island themselves, they may have been able to delay the landing long enough for the main fleet to arrive. As is, all the blood and treasure spilled to take the island in the first place has been for naught.

But let us look to the future! Let us fortify the landing grounds, and let us create a wall of steel to keep the Meiji off our shores. Fear not the foreigner, for do not French war ships ward off Meiji ambitions, while American and British trade flood into your harbors? Accept the hand of European friendship, do not spurn it due to an outdated and obsolete xenophobia!

The goal of this force is to assume many of the duties now carried out by our Regular Navy, freeing up our combat ships to respond more effectively should the need arise.
