It's been long enough though that there has been a synthesis of these two ideas, and now his wikipedia entry describes a total drunken loser flunky who also had a lot of important assignments. Years ago in GBS there was a thread where someone found a public database of security clearance request cases. No names or identifying information, just case numbers and summaries of the candidate and whether it was approved or rejected. Turns out you can have quite a history of drugs or sex crimes, but debt or dual-citizenship is basically a deal breaker.
