Is he even really contradicting the administration line, though? I feel like the government has been pretty careful to not really paint him as this all-American hero and more of a "we never leave one of our guys behind," which is still a somewhat understandable response to a deserter.

I feel like the biggest security risk with regard to China is that the powers that be start to actually believe their own propaganda, and it sounds like the military already believes it at some level.

I think that even the military leadership is realistic about the likely outcome of conflict with the US/West. More likely, I think, is that when we hear Chinese military leadership talking like this, it's more meant to get the population to ratchet up the jingoism, to help maintain the military's importance within the political system.
