I was under the impression that from an ideological standpoint, Putin was more of a center-right nationalist type as opposed to aiming to resurrect the USSR.

Obama is in a default position of weakness due to the instantaneous opposition any policy of his will receive from congress. The country can't manage itself at the moment, let alone intervene in international matters.
