Alaska looks like something is reporting monthly, then someone is assigning all of it to the reporting day and blindly applying a 7 day moving mean. For the week the reporting day is in the window, the filter outputs month/7. For other days it outputs zero

Because otherwise the guys who don't have a Proven Track Record might win, or possibly the dreaded Republicans, who would do the exact same stuff in the same way but might possibly be rude about it.
