as far as I know the official guidelines are concerned with things like being within the physical dimension and filesize restrictions, not being NSFW, that sort of thing.

i would say fully half of all uploaded avatars are images from media and to my knowledge no one has ever gotten a copywrite claim. if it makes you feel better about using it i found it on someones pintrest board and it linked to an article that was no longer online e: also if your eyes aren't blue i can change the colour, i think

So I guessed there was some issue with pulling avatars straight from other places like that. |

I don't know that there is a "going rate." some people appreciate compensation for their efforts, and for those who do a forums upgrade or an av cert might be a nice gesture. others might not want any compensation at all or might prefer something else.

i require nothing, but if you have an extra five dollars and feel compelled you could donate it to a nonprofit of your choice. also i have extensive experience being broke so if that's not the case do not worry!
