Dick was a pretty weird guy. Isn't that the point of the book though? The story is supposed to emphasize how after the War we were going to build a better world, but we didn't. Even though the characters in the narrative aren't in the 'correct' historical timeline, we, the readers, aren't in that 'correct' timeline either because we haven't lived up to the full potential of our victory. Like pretty much any sci fi story that isn't pure escapism the point is to criticize the time and place in which Dick himself was living. Or at least that's the interpretation that I've heard.
